WHAT IS THE IAS?

 The Independent Appeals Service (IAS) is a certified Alternative Dispute Resolution entity pursuant to the European Directive on Alternative Dispute Resolution (ADR) (2013/11/EU). It was created to provide a truly independent review on the lawfulness of parking charges that are imposed by private companies. Adjudicators have no links or relationships with parking companies in any capacity. The IAS deals with appeals of parking charges issued by members of the International Parking Community (IPC). If the parking charge you wish to appeal was issued by a member of the BPA, please appeal via POPLA.

INDEPENDENT APPEALS

 We’re an independent service FREE to motorists who wish to appeal against a Parking Charge within the standard appeals timeframes. We consider the lawfulness of a parking charge issued by a private parking company. The IAS deals with appeals on parking charges issued by members of the International Parking Community (IPC). If the parking charge you wish to appeal was issued by a member of the BPA, please appeal via POPLA.


Before a motorist can appeal to the IAS, they must first appeal to the operator (the parking company who issued the parking charge). We suggest you read our guidance before you appeal.


It is important that you provide all details and evidence with your appeal as our decision cannot be reviewed at a later date.

APPEAL A PARKING CHARGE

 Before you appeal to the IAS, you must first appeal to the operator (the company that issued the parking charge).  See our guidance on what to do before you appeal here


If you have paid the parking charge, you can no longer appeal. You can appeal to the operator, but it is up to the operator if they will allow it as a gesture of good faith.


By appealing to the IAS, you are no longer eligible for a discounted rate if the appeal is not found in your favour.


Parking charges are based on contract law. The IAS makes their decisions based on the lawfulness of a parking charge.
